Corrected an UTF-8 issue to run with Python 2.7

Enhancements on collect.py.readtextfile:
- wrong character range for UTF-8 leading and extension bytes
- added support for Python 2
- Checks for UTF16/32: look for space character, not for CR/LF; more specific!
- Debug code removed
- Test suite runs successfully on Win10 with Python 2.7, 3.7, 3.9, 3.10
